A man who exposed his genitals with the intention that someone would see them in Newtown will have to wait further for his sentence while the court receives the outcome of another psychiatric report.

Jorge Riviero-Santos, 24, was caught exposing himself and having three grams of cannabis and cannabis resin in Newtown on November 4 last year.

He has also pleaded guilty to failing to provide a blood sample after police suspected him of driving a black Vauxhall Corsa in Churchstoke while under the influence of drugs two days earlier on November 9.

Owain Jones, mitigating for Riviero-Santos through a Spanish interpreter, asked Welshpool Magistrates’ Court on February 14 for a “fairly long” adjournment to do further work to obtain a second psychiatric report.

“Funding is an issue; psychiatrist availability is an issue,” Mr Jones said.

“The psychiatrist needs to be in communication with the local health board because they should be the responsible clinician, if it come to it, to manage the defendant.”

Magistrates agreed a six-week adjournment for the second psychiatric report. Riviero-Santos, of Cwrt Dolafon, Newtown, was granted conditional bail to return to Welshpool Magistrates’ Court for sentencing on March 28.

Magistrates ordered Riviero-Santos to obey a curfew as part of his bail conditions which means he must be at his Newtown address between 10pm and 7am on a daily basis.

The 24-year-old was also told that his bail conditions included that he must not be intoxicated in a public place.
