Powys planners will run the rule over a scheme for a new community sports pitch located near Machynlleth's Ysgol Bro Hyddgen this week.

The plan for the land to the north west of the school would see a rugby pitch constructed for use by the school and community on marshland under a proposal put forward by Heart of Wales Property Services.

The scheme for the site, currently described in a design and access statement submitted as part of the proposal by landscape architects Churchman Thornhill Finch as "marshy grassland", would include drainage work and the construction of new access points for pedestrians and vehicles. The pitch will be constructed to Welsh Rugby and Rugby Football Union(RFU) guidance in order to comply with the appropriate sizes for Welsh club rugby. The pitch would also be oriented on a north-south axis to take account of the sun path, also in line with Welsh Rugby recommendations.

However in a flooding report, environmental consultants WSP noted that the site sat within the flood plain for the River Dyfi, but said the risk to the facility was "negligible".

"The site is identified to lie within Zone C2 within the Development Advice Map and at high risk of flooding from rivers.

"Further to this, it is identified to be at very low risk of flooding from surface water and other small watercourses.

"The site has a specific flood action plan, and benefits from flood alerts and warnings from NRW. The flooding from the Afon Dyfi is indirect and the response is not 'flashy'. Flooding will take several hours to reach the site and surrounding fields will flood first."

A drainage system is set to be constructed underneath the new surface while a specialist sports grass mix could be laid as part of the construction of the new pitch.

Existing access to the site off Gas Works Lane will be improved while a new track for emergency vehicles will be laid.

Writing in response to the statement, County Councillor for Machynlleth Mike Williams said he was in support of the proposal.

"I can confirm that I have viewed the plans and supporting papers and can further confirm my full support for such an exciting development for the benefit of the new school and communities of Machynlleth and the Dyfi Valley," he said.

The plan will be considered by Powys County Council planners at their meeting on Thursday, July 29.
