A councillor in Powys has bemoaned slow progress in implementing actions on climate change following a decision this year.

Cllr Jake Berriman, the architect of the climate change motion which had to be passed twice after a counting error, tried to raise the issue at a meeting of Powys County Council on Thursday, November 26, when the minutes of the last meeting from September 24 were being ratified.

And after the meeting, Cllr Berriman said: “I am becoming increasingly frustrated that the very clear decision  to set up a stakeholder group to help move the climate agenda on with the public, consisting of interested and expert individuals and groups, and which has huge support in the community, is being strangled.

“How can it be that decisions reached by us all are then not followed through?”

His concerns came after he attempted to raise a "point of clarity" during last week's meeting of the full council, while the authority's members were ratifying the minutes of the previous meeting, at which the climate motion was passed.

Referring to the climate emergency motion, Cllr Berriman said: “When we make decisions on behalf of the people of Powys, we’re creating an expectation that we will deliver what we say.

“This council requested that the portfolio holder for economic development who is the lead on climate change will engage with all stakeholders.”

But he was stopped while the newly-installed chairman Cllr Gwynfor Thomas (Llansantffraid – Conservative) went over the accuracy of the minutes, and instead pointed him to the portfolio holder..

Since the climate emergency motion was re-declared on September 24, the cabinet member for economic development has changed, with Cllr James Evans (Gwernyfed-Conservative) stepping down and being replaced by Cllr Iain McIntosh (Yscir -Conservative).

Cllr Iain McIntosh was one of the four signatories behind the joint climate change motion from September 24.

Cllr Berriman added that an environmental group, “Powys Transition To Low Carbon Communities” was re-establishing itself in order to spearhead the move to a low carbon future.

He believed that they would be disappointed that no forum to allow them to take part in the process has been set up so far.
