A PLANNING application to build a barn on a slopey field near Presteigne is being recommended for refusal.

If planning committee members agree with officers, this will be the second time in just over three months that applications at a field known as “The Slangs,” near Cascob, will have been thrown out.

The application by Ella Hamel, to build a barn  to store machinery and fodder at “The Slangs” has already received 11 letters of objection from residents.

They objections are made on a variety of reasons including visual impact, location and lack of proper notification.

The fear is that that the agricultural buildings/barn would eventually be used as a home.

Councillor Hywel Lewis (Independent – Llangunllo) has called the application in front of the committee.

Cllr Lewis said: “As with the previous application. the size and impact of the proposal is the same, which the committee rejected by a very strong majority.

“Therefore, I object in the strongest possible terms to this application for the same reason as previously in that it does not comply with policy and would have an unacceptable adverse effect on the valued characteristics and qualities of the Powys landscape.

“The visual impact would be considerable, from the opposite side of the valley where the bridal path which runs along the drovers road is situated.”

Cllr Lewis also requested that he be allowed to speak at the committee.

The planning report states: “It is considered that the proposed development would be seen as having an unacceptable adverse impact on the landscape and visual impact of the surrounding area.

“The recommendation is one of refusal.”

Since December 2017, there have been five planning applications to build at “The Slangs”.

Four have been refused and one was withdrawn. The last one was rejected at a planning meeting in February.

In March, a Welsh Government planning inspector upheld an enforcement notice by PCC against Ms Hemmell which stopped the use of the field for residential purposes.

A caravan and all temporary buildings there need to be removed following the decision.
