AN application for a taxi licence by a person who committed a violent crime in 2014 has been thrown out by councillors.

And a taxi driver who had received penalty points on his licence for driving offences will be expected to take part in a speed awareness course.

Meetings of the taxi licensing sub-committees have been held to look at individual cases.

Held at Neuadd Brycheinog in Brecon a committee made up of planning committee chairman,  Cllr Karl Lewis (Conservative, Llandinam), Cllr Linda Corfield (Independent – Forden) and Cllr Jon Williams (Independent – Llandrindod Wells East/West)) reviewed the licence of a driver known as CA.

CA had accumulated penalty points on his licence.

Minutes released of the meeting show that the committee were addressed by CA and his solicitor who provided an explanation to the number of penalty points on his licence and previous speeding offences.

CA also submitted a number of references.

Two referees testified to his good character and safe driving.

The committee decided to issue a formal warning and expect him to successfully complete a safe driving/speed awareness course within six months.

In a separate hearings sub-committee on March 14 listened to an application for a Joint Hackney Carriage and Private Hire Licence.

The committee chaired by Cllr Kathryn Silk (Liberal Democrat – Bwlch) and Cllrs Hywel Lewis (Independent – Llangunllo) Cllr Iain McIntosh (Conservative – Yscir) met in private at Neuadd Brycheiniog on March 14.

According to the minutes, they heard the applicant, known as BMD, explain the details of a violent offence in 2014.

A number of other historical offences of dishonesty against BMD were also noted.

The committee decided not to issue a licence and that BMD “is not a fit and proper person” to hold one.
