Concerns were raised at a planning meeting that horse or pony and trap racing have taken place on the A470 near Builth Wells.

These were raised by Conservative Councillor Les George, who represents Caersws, and says he saw this.

He wanted to place a condition on an application that renewed planning permission for changes of use to Ysgiog Field in Builth Wells.

Around the time of the Royal Welsh Show for two weeks every year the field becomes a temporary stopping site for travellers and gypsies.

Cllr George said that when he drove by: "Myself and other road users were faced with pony and trap waste which is hazardous.

"They give no thought at all to other traffic on the road.

"People were waiting and it was quite embarrassing to be honest."

"It's fine to accommodate these people.

"But we should put a condition that they should not be using the A470 to exercise and race their ponies and traps."

Solicitor to the planning committee, Colin Edwards, replied: "That situation is more than adequately covered by the Highways Act.

"The enforcement body would be the police, I don't think a condition to that would be valid."

Planning officer, Rhys Evans, said that the permission had expired on August 31, and the application was to renew the permission for a further five years.

Mr Evans said that it was a requirement to provide a site where local need was shown as travellers visit the Royal Welsh Show annually. They have done so for many years.

As the site is in a flood plane a condition of the approval is that Powys County Council comes up with a flood evacuation plan.

This needs to be ready for use should there be a flood there and people are camping there.
