Powys man dismisses case against him in court

Duncan Peter Woolard, from Disserth, near Newbridge-on-Wye, appeared at the court last Tuesday, April 4, after surrendering himself to bail having failed to show up for an original court date the week before.

Woolard, 51, is accused of intentionally obstructing a person lawfully acting as an enforcement agent.

That charge relates to an incident in Llandrindod Wells on September 23 last year, when Woolard is accused of obstructing Gareth Thomas, who was lawfully acting as an enforcement agent, under the Tribunals, Courts and Enforcement Act 2007.

Woolard had been due to appear at Llandrindod Wells Magistrates’ Court on March 29, but failed to attend, leading to a warrant for his arrest being issued.

Woolard, of Werncoed, Disserth, surrendered himself to that warrant at Welshpool last week, but immediately disrupted proceedings by refusing to go into the dock in order to be identified when his case was called on.

He asked the court what language it spoke and/or recognised and refused to give his details when asked.

When magistrates were advised to retire due to his behaviour, Woolard said: “The captain has abandoned the ship. I declared myself the relevant authority of this court and thereby dismiss the case against me.”

Welshpool Magistrates' Court has confirmed a warrant has been issued for Woolard's arrest.
