"THE ongoing delays in the construction of the Middletown bypass are totally unacceptable," slammed Glyn Davies, Conservative Parliamentary Candidate for Montgomeryshire.

Mr Davies expressed his outrage at continuing delays in progressing the Middletown bypass and accused the Assembly Government of sidelining Montgomeryshire.

An improvement to the A458 between Welshpool and the English Border was first proposed i
n the 1980s and four years ago there was a formal consultation by the Assembly Government to assess opinion on the preferred route, part of which crosses the border into Shropshire. Since then nothing has happened.

Two years ago Glyn Davies wrote as a local Assembly Member to Andrew Davies, then Minister for Roads in the Assembly Government, to ask about delays and was told that he was meeting the UK's Minister of State for Transport to discuss cross border issues.

The present Minister for Roads, Ieuan Wyn Jones, was recently asked the same question and he agreed it was an issue that he aims to discuss with Ruth Kelly, Secretary of State for Transport when he next meets her.

"It looks as if the meeting I was promised in 2006 still hasn't happened – in any event the cross border issues clearly haven't been sorted out two years on," said Mr Davies.

"The ongoing delays in the construction of the Middletown Bypass are totally unacceptable, and another example of Montgomeryshire being ignored by the Assembly Government."

Britain has one of the worst, if not the worst record in the western world for delays in civil engineering projects. The proposed Middletown Bypass is a prime example. The delays and costs of public projects run into billions of pounds every year. Some fine examples of this form of bungling are the M25, Heathrow Airport, the high speed railway line from the Channel Tunnel to London, and of course, the London Olympics.

Britain has a policy of creating committees to investigate, review and recommend - most committee members are unqualified for the task, cost the taxpayer a fortune, and their inaction generates massive delay on every project. But they do have a benefit; to the government and the committee - there is no individual to blame if things go wrong, as they do 9 times out of 10. It will be interesting to see how long it will take from the original recommendation to the (possible) opening of a Middletown Bypass, and the difference between the original estimate and the final. The scriptwriters of "Yes Prime Minister" were dead on were they not?
